New York approves two utility heating and cooling networks in Buffalo and Haverstraw, rejects nine
State regulators authorized $111.5 million for two pilot networks serving buildings in disadvantaged communities and declined nine other proposals that sought over $1 billion from ratepayers.
Utilities in two New York communities will now enroll apartment, municipal and other buildings in new utility-owned heating and cooling networks, while building owners elsewhere who hoped to join one of nine other proposed networks will not have that option for now. On October 15, 2026, the New York State Public Service Commission (“PSC”) authorized two Utility Thermal Energy Network pilot projects to proceed to customer enrollment and construction in Case 22-M-0429, Proceeding on Motion of the Commission to Implement the Requirements of the Utility Thermal Energy Network and Jobs Act, and declined to advance the other nine proposed pilots.
