New York offers counties up to $1.5 million for infrastructure that supports new housing

A $76 million third round funds county water, sewer and road projects outside New York City, with larger awards for projects tied to at least 10 new homes; applications are due February 5, 2027.

Housing developers whose sites outside New York City are held back by missing water, sewer or road capacity have a new source of public money for that work, though only their county can apply for it. Governor Kathy Hochul announced on October 16, 2026 that $76 million is available in the third round of the County Infrastructure Grant Program, which Empire State Development (“ESD”), the State's economic development agency, administers, with applications due February 5, 2027 (Press Release, Off. of Gov. Kathy Hochul, Governor Hochul Announces $76 Million Available for Third Round of County Infrastructure Grant Program (Oct. 16, 2026)).
