New Jersey holds October 15 hearings on a tighter power plant carbon cap from 2027

A pending state proposal would align New Jersey’s carbon allowance program with the regional model rule from January 2027; comments close November 7, and a separate hearing addresses allowance prices and bills.

On October 15, 2026, the New Jersey Department of Environmental Protection (“NJDEP”) will hold its public hearing on a proposal to amend the CO2 Budget Trading Program rules, N.J.A.C. 7:27C, which implement New Jersey’s participation in the Regional Greenhouse Gas Initiative (“RGGI”). NJDEP submitted the proposal to the Office of Administrative Law on August 7, 2026, and it was reported published in the September 8, 2026 New Jersey Register. It is proposed and not yet in force; written comments are due November 7, 2026.

N.J.A.C. 7:27C (proposed amendments); BPU Docket No. QO26090531; N.J.S.A. 26:2C-56
