New York City starts review of a law making large warehouses offset truck pollution
The city's environmental agency began a full environmental review of a proposed local law that would require operators of large warehouses to cut or offset pollution from the trucks they attract.
Owners and operators of large warehouses in New York City should expect a proposed yearly obligation tied to the trucks and vans that serve their buildings. On October 14, 2026, the New York City Department of Environmental Protection ("DEP") published notice in the City Record that it will prepare an environmental impact statement for the Warehouse Indirect Source Emissions Reduction ("WISER") Program, and released a positive declaration and Draft Scope of Work dated the day before. N.Y.C. Dep't of Env't Prot., Positive Declaration, CEQR No. 26DEP021Y (Oct. 13, 2026). The program would be created by a local law amending the Air Code, title 24 of the New York City Administrative Code. It is a proposal and is not in force.
