New York City outlines truck-pollution duties for warehouses of 50,000 square feet or more
The City's environmental agency described a proposed points system, based on truck trips, that large warehouse operators would have to meet, with environmental review due to start this fall and an estimated 2028 start.
Owners and operators of large New York City warehouses could face a yearly obligation tied to the trucks their buildings attract, under a program the City now expects to take effect around 2028. In informational sessions held September 15 and 16, 2026, the New York City Department of Environmental Protection (“DEP”) presented its proposed Warehouse Indirect Source Emissions Reduction (“WISER”) program, now entering environmental review as CEQR No. 26DEP021Y and tied to City Council bill Intro. No. 53-2026. The proposal is not in force: no draft scope of the review has been published, no comment deadline has been set, and the City Council has not voted.
