Pennsylvania: Pittsburgh bill would allow two accessory units per lot and drop parking minimums
Pittsburgh City Council held a hearing September 23 on a pending zoning bill that would also offer extra height for affordable units; no vote has been taken.
Builders of small rental projects and multifamily developers in Pittsburgh could soon add backyard and basement units without a variance and size parking to the market rather than to a code minimum, if a long-debated bill passes. On September 23, 2026, Pittsburgh City Council held a public hearing on Council Bill 2025-1545, a zoning text amendment that would permit accessory dwelling units citywide, replace parking minimums with maximums and create an optional Affordable Housing Bonus Program; the bill is proposed, not in force, and the City's legislative record lists it as held in Council with no vote taken.
