New York regulator opens large-load grid connection review; technical conference due by December 31, 2026

A February 12, 2026 order opened a Public Service Commission proceeding on how to connect data centers and other large loads, including who pays for upgrades. Comments have closed; a staff technical conference is due before December 31, 2026 and a white paper within a year.

On February 12, 2026 the New York Public Service Commission ("PSC") issued an Order Instituting Proceeding and Soliciting Comments in Case 26-E-0045, Proceeding on Motion of the Commission to Address Interconnection Reforms for Large Loads. The order asks how large electric loads, including data centers, should be integrated into the grid. It is a policy proceeding, not a rule: no requirement on any project follows from it yet.
