New York permits North Country wind farm rebuild, cutting turbines from 54 to 25
The State's renewable siting office approved a 91-megawatt repowering of the Ellenburg wind farm in Clinton and Franklin Counties, about six months after finding the application complete.
Owners of aging wind farms now have a completed state siting review for replacing old turbines with fewer, larger ones on an existing site. On September 23, 2026, the Department of Public Service announced that the Office of Renewable Energy Siting and Electric Transmission (“ORES”), the State office that permits large wind and solar projects, had issued a final siting permit to Valcour Ellenburg NewCo LLC, a subsidiary of AES Clean Energy, for the Ellenburg Wind Repowering Project, Matter No. 23-03033, reviewed under N.Y. Pub. Serv. Law art. VIII and N.Y. Comp. Codes R. & Regs. tit. 16, pt. 1100.
