New York City reports 95% of properties filed under building emissions law; stricter limits start 2030

The Department of Buildings' first-year report on Local Law 97 shows 95% of large buildings' owners filed for 2024 and 95% of Article 320 filers met their limit. Owners that did not file or exceeded limits face notices and penalties; the 2030 limits are stricter.

The New York City Department of Buildings ("DOB") has issued its report, Local Law 97: 2024 Compliance and Reporting Rates, prepared under Administrative Code § 28-320.3.7.2, covering the first year in which covered properties had to meet the emissions limits of Local Law 97 (Administrative Code Articles 320 and 321). Trade press reported the findings on September 29, 2026. The report shows that 18,938 of 19,963 covered properties (95%) filed for calendar year 2024 and that 9,951 Article 320 filers (95%) were at or under their limit. It also shows where enforcement now begins, and the limits become stricter from 2030.
