New York wind and solar projects face separate state siting and grid connection clocks

State siting permits for large wind and solar projects run on statutory deadlines, while grid connection runs on the grid operator's separate study cycle, which those deadlines do not govern.

The application window for the New York Independent System Operator's ("NYISO") next interconnection cluster study was scheduled to close on September 14, 2026, having opened on July 31, 2026, under the preliminary schedule NYISO noticed on December 11, 2025 pursuant to Section 40.5.1.3 of Attachment HH to its Open Access Transmission Tariff. The window is the point of entry to the grid for new generation and storage projects, and the study that follows sets the terms on which they can connect. The scheduled close came six months after the State's consolidated siting regulations, 16 NYCRR Parts 1100, 1101 and 1102, took effect on March 9, 2026.
