New Jersey Highlands panel seeks comment by November 18 on possible land and water plan changes

Recommendations on water use, sewer and water extensions, impervious cover and historic review could lead to amendments to the regional plan governing development in the Highlands.

On September 18, 2026, the New Jersey Highlands Water Protection and Planning Council (the “Highlands Council”) issued a public notice requesting comments on its draft 2026 Monitoring Program Recommendation Report (the “Report”) for the Highlands Regional Master Plan (“RMP”), which was adopted under the Highlands Water Protection and Planning Act, N.J.S.A. 13:20-1 et seq. Comments will be accepted from Friday, September 18 through Wednesday, November 18, 2026. The Report updates the Council’s 2018 Monitoring Program Recommendation Report, and the monitoring program may result in amendments to the RMP.
