Connecticut Siting Council keeps Plainfield waste-to-energy petition on declaratory-ruling track; hearing October 22

The Council declined on October 1, 2026 to convert the 45-megawatt Plainfield petition into a full certificate case. The declaratory-ruling proceeding continues, with a remote hearing on October 22, 2026 and a decision deadline stated as August 2, 2027.

On October 1, 2026, the Connecticut Siting Council denied the Town of Plainfield's September 2, 2026 request that Petition No. 1719, filed by SMART Technology Systems, LLC, be treated as an application for a certificate of environmental compatibility and public need, together with the town's motion to dismiss. The Council's letter, dated October 2, 2026, cites its exclusive jurisdiction over electric generating facilities under Conn. Gen. Stat. § 16-50i(a)(3) and the petition for a declaratory ruling under § 16-50k(a) for the 45-megawatt trash-to-energy facility. The proceeding therefore stays on the declaratory-ruling track, and a remote public hearing is scheduled for October 22, 2026.
