Connecticut Siting Council takes East Lyme solar farm to enforcement hearing over inverter swap and sale

State siting regulators will hear evidence on November 5 on whether the owner of a 5-megawatt East Lyme solar facility broke its approval by replacing equipment and changing hands without notice.

Owners and buyers of operating solar facilities in Connecticut can face civil penalties of at least $1,000 a day if equipment changes or ownership changes are not brought to the state's siting regulator. On September 3, 2026, the Connecticut Siting Council granted a request by GRE 314 East Lyme, LLC for a public hearing in an enforcement action over its 5.0-megawatt solar facility on Grassy Hill Road and Walnut Hill Road in East Lyme, and set that hearing for November 5, 2026, under Conn. Gen. Stat. § 16-50u, the enforcement section of the Public Utility Environmental Standards Act.

Conn. Gen. Stat. § 16-50u; Conn. Gen. Stat. § 16-50v(b)(2); R.C.S.A. § 16-50j-57(b); Conn. Siting Council, Petition No. 1056, Enforcement Action (hearing granted Sept. 3, 2026)
