Connecticut Siting Council bars early site work on battery storage, approves Manchester project
On July 2, 2026 the Council refused to let a 3.4-megawatt Manchester battery developer pour a pad before its ruling, citing state law; the decision is due by December 7. On September 4, 2026 it approved a 300-kilowatt library battery with a sound wall and fire conditions.
Two Connecticut Siting Council petitions in Manchester show how the Council is handling battery energy storage under Conn. Gen. Stat. §§ 16-50k and 4-176. In Petition No. 1713, the Council voted on September 3, 2026 and issued a decision and staff report on September 4, 2026 granting the Town of Manchester a declaratory ruling for a 300-kilowatt-AC battery facility at the Manchester Public Library. In Petition No. 1712, filed June 1, 2026 by Allied Printing Services, Inc. for a 3.4-megawatt-AC battery facility at 1 Allied Way, the Council on July 2, 2026 declined a request to begin site preparation before its final decision.
